It pumps brake fluid into the expansion tank and thus creates an overpressure in the system, which means that the brake fluid can be drained into the collection tank directly at the brake caliper / wheel brake cylinder. The refill tank ensures that the expansion tank is refilled automatically without overflowing, thus saving a second employee.
